Resources: CV: profile

Engr. Md. Akramul Huq Chowdhury
Consultant & CEO

Twenty (20) years working experience

• Building disaster risk management and emergency response capacity of Government of Bangladesh through the design and physical establishment of Six (6) Emergency Operation Centers (EOCs) for Dhaka & Sylhet City as well as Satellite Control Rooms under the World Bank financed Urban Resilience Project (URP).
• The above mentioned EOCs will provide the primary emergency management node for disaster response as they will be outfitted with modern interoperable emergency communication systems and response equipment with modular data center, Video wall, Route, Switch, SAN, Storage, Unified Threat Management, Wireless network, LAN, IP-PABX, Video conferencing system etc, A central command and control facility from where all emergency response and humanitarian aid activities are coordinated during an emergency. The Emergency Operations Center (EOC) serves a critical role in every phase of emergency management, from being the hub for all coordination during an incident to facilitating and directing recovery.
• Overseeing the bid document preparation, technical evaluation, installation, testing and commissioning of all equipment pertaining to ICT Interventions under the DNCC part of URP.
• Designing the Emergency Management and Communications Technology (ECT) systems for the URP DNCC part, that can enable voice and data under extreme conditions; this will enable all those involved in responding to an emergency event to keep communication up at critical times. The interoperability of the different levels of response (i.e., national-to–local-to-field/site) will enable the development of a Common Operating Picture (COP) during emergencies to support real-time decision making and allow an effective mobilization and allocation of resources during the response.
• Building a Countrywide HF radio network (140 sites) for emergency communications, which will be used during emergencies and disasters. One of the main pillars of the Emergency Management System is emergency communications. Within the emergency communications, HF communication is of vital importance as it is an end-to-end communication means without needing any network infrastructure elements other than HF transceivers at both ends of the communication channel.

• Three UHF DMR Trunking Network (27 sites) already implemented and on air for DSCC, DNCC and SCC. These networks give very good voice quality and full coverage to the cities and territories they are intended for, which will be used for daily and emergency communications.
• FCSD Countrywide VHF DMR Trunking Network (112 sites), which is already rolled-out successfully.

• As a Management Representative with 10+ years of hands-on expertise, I spearhead the administration, labor safety, and operational lifecycle of ship recycling in Sitakunda, Chittagong. I directly manage the commercial and regulatory pipeline, coordinating with ministries to secure BSBA approvals and SRFP clearances. On the yard floor, I govern an integrated framework of ISO 30000:2009, ISO 14001, ISO 45001:2018, and ISO 9001:2015 to guarantee Environmentally Sound Recycling. As the administrative lead for workforce welfare, I strictly enforce zero-tolerance labor safety policies, including mandatory PPE compliance, age verification, and rigid "gas-free for hot work" protocols. Under my administration, yards safely mitigate high-risk hazards like asbestos and heavy metals while optimizing steel scrap recovery for the circular economy.
